Participatory Budget (OP-UAlg)
In 2025, the University of Algarve makes 80.000 Euros available to the academic community in favour of projects that improve the well-being of the community.
- 40.000 Euros, for students
- 40.000 Euros, for teaching staff, non-teaching and researchers
Compared to the two previous editions of the PB, which respected the civil calendar, there is a change in the 3rd edition, which will be developed according to the school calendar, adjusting to the school term to better align with academic activities and the availability of participants.

Proposals can be built individually or by teams of up to six people. There will be teams of two types:
- UAlg Students;
- UAlg teachers, staff and researchers.
Proposals must be supported by at least 10 members of the academic community.
Each participant can submit more than one proposal.
Proposers should consult the eligibility criteria for proposals, as set out in the Participatory Budgeting Regulations
Applications: 29 September to 17 October 2025.
- A total of 20 proposals were submitted to this edition of the OP-UAlg, of which 10 were presented by students and 10 by academic staff, non-academic staff, and researchers;
- 11 proposals were admitted for voting. Two proposals were withdrawn by their proponents, and the remaining proposals were deemed unfeasible during the technical assessment phase, following evaluation by the OP-UAlg Monitoring Committee;
- The online voting on the proposals admitted will take place between 9 and 13 February. The list of proposals is presented below.

Voting, which took place between February 9 and 13, recorded the participation of 1.444 voters, with the following distribution:
• 818 Students
• 626 Teaching, non-teaching, and research staff
There were also 21 blank votes and 3 null votes counted.

Inauguration
The three winning projects from the first edition of UAlg's Participatory Budget (PB) in 2023 will be officially inaugurated on 5 June 2025, starting at 10am, at the Gambelas and Penha campuses.

The Participatory Budget (OP-UAlg) is a process that allows the academic community to decide on part of the University’s budget.
It is a democratic participation initiative where you can propose and vote on projects that improve academic life and daily life on UAlg’s campuses.
The entire academic community can take part:
• Students (undergraduate, master’s or doctoral level);
• Professors, researchers, and staff.
At least 10 community members must support each proposal, which may be submitted individually or in teams of up to 6 members.
In the 3rd edition (2025/2026), the total amount is €80,000, divided as follows:
• €40,000 reserved for student proposals;
• €40,000 for proposals from the rest of the academic community (teaching staff, researchers, and non-teaching staff).
Eligible proposals must:
• Fall within the competences of the University of Algarve;
• Be submitted by students, professors, researchers, or staff, individually or in teams of up to 6 members, and supported by 10 members of the community;
• Contribute to improving the well-being of the academic community (e.g., study and social spaces, culture, sports, environment, sustainability, inclusion, ...);
• Be technically feasible and financially viable, in compliance with current legislation;
• Be aligned with the University’s strategies and regulations;
• Not exceed the maximum budget defined for each proposal (including VAT and associated costs).
Proposals cannot be accepted if they:
• Relate to scientific research;
• Serve private, political, or religious interests;
• Are, in practice, a request for financial support, self-employment, or direct purchase of goods/services from specific entities;
• Are already included in the UAlg Activity Plan and Budget or that of any of its organisational units;
• Depend on external partnerships or approvals that cannot be secured within the set deadlines;
• Require technical or financial resources that UAlg cannot ensure in the future (e.g., excessively costly maintenance);
• Depend on charging internal University fees.
• The process is online, through the form available on the OP-UAlg website, under the “Proposal Submission” tab. To access the form and submit a proposal, prior authentication is required on the UAlg Portal (using UAlg credentials).
• All fields must be completed, including:
o Estimated total budget (numeric value, VAT included);
o Detailed description of resources and costs required.
• You may submit more than one proposal.
The main dates are:
• 29 September to 17 October 2025 – Submission of proposals;
• 15 January 2026 – Publication of technical assessment;
• 9 to 13 February 2026 – Voting;
• By the end of 2026 – Execution of the winning projects.
The Monitoring Committee, whose composition is defined in the UAlg Participatory Budget Regulation, evaluates each proposal's technical, legal, and financial feasibility, ensuring compliance with the OP-UAlg Regulation.
The Monitoring Committee ensures the participatory process runs properly, overseeing all phases with the academic community: implementation, validation of proposals submitted to vote, and execution of winning proposals. Its composition is defined in the OP-UAlg Regulation. The membership of the Monitoring Committee for the 3rd edition can be consulted in Despacho RT11/2025.
If considered duplicates, a merger may be suggested, subject to agreement by the proponents, to avoid splitting votes.
Yes. Withdrawal of a proposal is permitted at any time through an explicit declaration by the proponent(s).
After the technical assessment, a list of admitted and excluded proposals will be published, with justification provided.
• Voting is personal and non-transferable;
• Each person is entitled to multiple votes, which must be distributed across different proposals;
• The winners will be the most voted proposals within the available budget.
• The winning proposals are included in the University’s activity plan;
• Execution takes place within 12 months, except in justified cases;
• Results and progress of the projects are made public on UAlg’s official channels.
Execution is the responsibility of UAlg, in coordination with the proponents, to ensure that the original idea is respected.
