Special Access Regimes
Who can apply?
A - Portuguese Diplomatic Mission Abroad
B - Portuguese scholarship holders abroad, civil servants on official missions and officials from EU institutions
C - Officers of the Portuguese Armed Forces
D - National scholarship holders from Portuguese-speaking African countries
E - Diplomatic mission accredited in Portugal
F - High Performance Sports Practitioners
G - Nationals of East Timor
Candidates may take part in the competition if they fulfil all of the following conditions:
- Hold the qualification for access to higher education provided for in the applicable special regime
- Have a final secondary school mark identical to the minimum application mark set each year under the general access regime for each institution/study cycle pair to which you are applying
- The specific conditions of each special regime
- Proof of having taken and passed the subjects or final exams corresponding to the entrance exams set for the institution/cycle of studies for which you are applying
- Having fulfilled the pre-requisites, when set for admission to the institution/study cycle pairs to which you are applying
- Have fulfilled the special requirements subject to assessment, when applying to an institution/study cycle pair subject to a local competition

(a) Those placed through the special schemes provided for in Article 3 d) and g) of Decree-Law no. 64-A/2023, of 31 July, may enrol until 31 December 2024.
(b) Complaints can be submitted and decided on until the end of the deadlines set out in the Code of Administrative Procedure.
Vacancies
The number of places for admission of students under the special regimes for access and admission to higher education is defined by order of the member of the Government responsible for the area of higher education, up to a limit of 5% of the maximum number of admissions for each study cycle.
Restrictions
In one academic year, each student can only apply through one of the special schemes provided for in the legislation in force. Holders of a Portuguese or foreign academic degree cannot apply through the special schemes.
Application
Applicants for Schemes A, B, C, E and F must submit their application on the special schemes online platform by the deadline set in the calendar.
Applications for special schemes D and G must be submitted to the embassy of the respective country in Portugal.
